The class is easy but is simply boring.

The content is far too deep a dive for most civil engineers. For construction engineering management, it seems appropriate. But most civil students will be bored. Project scheduling is the most I could see most civils caring about.

Hubo Cai is fine. He is not a great lecturer, he will just read from the slides. But he is generous with grading and was always kind and understanding in our email correspondence.

I've heard the other professor is better and even easier. Even then, I can't imagine the class is that much more interesting. I would just avoid this as a tech elective if you want something more engaging.
